A Louisville Metro Police officer unleashed his police dog on a 14-year-old Black boy who was spotted lying on the ground, leading to severe injuries and hospitalization, according to a report published on Wednesday by the Department of Justice.

The findings are part of the DOJ's broader two-year investigation into the Louisville Metro Police Department and the Louisville/Jefferson County Metro Government that was launched after Breonna Taylor was killed during a raid by seven officers in March 2020.

The police dog incident occurred during a search for a home invasion suspect, according to the DOJ, which reviewed a video of the encounter. The date of the incident and the name of the officer were not disclosed.

"The officer was leading his dog to search for a person suspected of a home invasion. After searching for several minutes, the officer saw the teenager lying on the ground, face down in the grass," the Justice Department wrote in its report. "Immediately after noticing the teen, the officer deployed his dog off-leash — without giving any warning — and ordered the dog to bite the teen at least seven times."

During the encounter, the teen remained prone and pleaded, "OK! OkK Help! Get the dog, please!" the report stated, as officers continued to stand over him and shout orders for about 30 seconds "while the dog gnawed on his arm."

"At one point, an officer shouted, 'Stop fighting my dog!' despite video showing the teen lying still with one arm behind his back and the other arm in the dog's mouth," according to the report.

The teen suffered severe injuries on his arm and back and was admitted to a children's hospital.

The Justice Department's larger report concluded that the police department and government agency exhibited a pattern of misconduct, excessive use of force, and discrimination. 

"The Department of Justice has reasonable cause to believe that the Louisville/Jefferson County Metro Government (Louisville Metro) and the Louisville Metro Police Department (LMPD) engage in a pattern or practice of conduct that deprives people of their rights under the Constitution and federal law," the report stated.

The report included another police dog incident during which the DOJ said officers found a white man "lying face up, on his back, in his boxers, with his hands up." The man tried to comply with the officers' orders while the dog continued to bite his foot for nearly a minute.

"In both incidents, officers should not have ordered their dogs to bite the people involved. Both were trying to comply with orders and were not resisting," the DOJ wrote. "Because these bites went on for far longer than was necessary, and given the way that officers spoke to these individuals, we have serious concerns that these uses of force were punitive, reflecting a dangerous lack of self-control by the officers and subjecting these individuals to excruciating uses of force far beyond lawful limits."

A spokesperson for the Louisville Metro Police Department did not address specific questions about the incident involving the 14-year-old boy.

In a statement to Insider, spokesperson Angela Ingram said that the department had "just received the DOJ report" and a thorough review will be conducted by command staff.

"Now that the DOJ has concluded their investigation and presented their findings, we will continue our efforts in improving public safety in Louisville and making LMPD the premier police department in the country," the department said in a news release.

 

Florida dad shoots at naked man in bed in teen daughter’s room

Dayne Victor Miller, 44, is facing charges after allegedly shooting at his roommates.

A Florida man is facing multiple charges after police say he opened fire on his roommates after one was naked in his teenage daughter’s room.

Dayne Victor Miller, 44, was arrested at his home early Wednesday after he called police and admitted to shooting at his two adult roommates through a closed bedroom door, the Cape Coral police said in a statement.

According to the official report, Miller told dispatchers that he fired at the pair after learning one of them was naked in his teenage daughter’s room.

The victim in question later told police that they accidentally got into bed in Miller’s daughter’s room after drinking excessively. 

The other roommate, their spouse, allegedly shouted that they were in the wrong room after Miller’s daughter alerted her father that there was a naked man in her room. 

The victims said Miller shouted “I’ll kill you!” before firing his handgun three or four times into the floor just outside the couple’s closed bedroom door. 

Miller was subsequently charged with two counts of aggravated assault with a deadly weapon and one weapon offense.

As of Friday morning, he remained in custody with the Lee County Sheriff’s Office. He is due back in court on April 10.

An american police officer of Los Angeles who was caught on video repeatedly striking an unarmed trespassing suspect in Boyle Heights has been charged with assault, the Los Angeles County District Attorney’s Office announced Tuesday.

Frank Hernandez, 49, faces one felony count of assault under color of authority.

“This is a disturbing case of the illegal use of force at the hands of a police officer,” District Attorney Jackie Lacey said in a news release. “In this case, we believe the force was neither legally necessary nor reasonable.”

The charge comes as protesters around the world decry police brutality in the wake of George Floyd’s death at the hands of Minneapolis officers. In Los Angeles, Lacey has been a particular target of protesters who say she has not been tough enough on police.

The incident unfolded on April 27, when Hernandez and his partner responded to a call about a trespasser in a vacant lot in the 2400 block of Houston Street, Los Angeles Police Department officials said at the time.

Video recorded by a bystander from across the street shows the officers detaining a man on a sidewalk by a church.

There is a verbal exchange between the 28-year-old man and the officer, later determined to be Hernandez, before Hernandez strikes the man several times in the head while screaming expletives.

Video shows the man crouched down as he asks the officer “What is wrong with you?”

 

American Cheer coach Jennifer Hawkins, 45, had sex with daughter’s 16-year-old boyfriend 300 times

An Oklahoma white cheerleading coach has been arrested for allegedly having sex with her daughter’s 16-year-old ex-boyfriend more than 300 times, authorities said.

Jennifer Hawkins, 45, was taken into custody on second-degree rape and sexual battery charges on Wednesday after her alleged five-year sexual relationship with the teen came to light.

Detectives started investigating the Moore Public Schools cheer coach in January after the alleged victim, now 21, leveled the rape accusations against her, according to an affidavit obtained by Fox 25.

He told investigators that Hawkins first prompted him for sex in 2017 when the then-sophomore was dating her daughter.

He alleges that he had sex with Hawkins at her home almost every day during his lunch break throughout his sophomore and junior year.

The victim told cops they had sex more than 300 times from 2017 through 2022, according to court documents.

He provided authorities with text messages the pair had sent to each other, including ones in which Hawkins would allegedly become enraged when the teen was “observing” other females, according to the court documents.

When questioned by detectives, Hawkins allegedly denied the allegations but later copped to the years-long relationship, police said.

“Jennifer at first denied being in a sexual relationship with [him],” the affidavit says. “Jennifer then admitted she made a mistake and began crying and admitted to having been in a sexual relationship with [the former student].”

“Jennifer talked about [his] age at the time they became sexual [16 years of age] and how their relationship would seem odd or inappropriate to other people,” the filing continued.

Hawkins was immediately fired after the allegations came to light in January, according to the Moore Public Schools district.

“Once we were made aware of the situation Hawkins was immediately fired from working at Moore Public Schools,” a district spokesperson said.

“The safety and security of MPS students and employees is our foremost concern. MPS school officials will continue to assist law enforcement in their investigation of this matter.”

 

Freight train derails in West Virginia, US, spills diesel fuel into nearby river

Reuters: A CSX Corp (CSX.O) freight train derailed early on Wednesday after it struck a rockslide in Sandston, West Virginia, causing injuries to three crew members and spilling diesel fuel into a nearby river, the U.S. railroad operator said in a statement.

Preliminary information indicated that all four of the train's locomotives and nine empty coal cars derailed, the company said. The lead locomotive had three crew members on board.

The derailment came a little over a month after a Norfolk Southern (NSC.N) freight train derailed in East Palestine, Ohio, causing cars carrying toxic vinyl chloride and other hazardous chemicals to spill and catch fire.

That derailment prompted the evacuation of thousands of people and raised health concerns to residents of the area, near the state's border with Pennsylvania. It also led to calls for steps to prevent future derailments.

In Wednesday's incident, the locomotive caught fire, but all three crew members were being treated for non-life threatening injuries, CSX said.

"An unknown quantity of diesel fuel and oil spilled from the derailed locomotives and environmental measures will be deployed in the New River for containment," the company added.

It said there were no hazardous materials being transported by this train and the incident posed no danger to the public. The company added it was in touch with local authorities to work on recovery efforts.

The Federal Rail Administration said it was monitoring the derailment and added that the fire was extinguished. It also said the derailment occurred on an Amtrak route and may lead to residual service delays.

 

American woman of Portland arrested for pushing a baby down the train tracks

A deranged white woman is facing charges after the Multnomah County District Attorney’s Office said she shoved a child onto the MAX train tracks in Portland, injuring the child and interfering with public transportation. 

Brianna Lace Workman, 32, was arraigned Thursday on charges of first-degree attempted assault, third-degree attempted assault, interfering with public transportation, second-degree disorderly conduct and recklessly endangering another person. 

According to the district attorney’s office, Workman was near a mother and her child at the Gateway Transit Center MAX platform when Workman allegedly shoved the child off the platform and onto the MAX train tracks. 

There was nothing the 3-year-old child did to provoke the attack, the district attorney’s office said. 

TriMet surveillance video of the incident shows someone wearing a red hat pushing a child in a pink coat onto the rails, causing the child to land face-first on the metal rail of the track and rocks before she was pulled back onto the platform by bystanders who rushed toward the child.

The child reported having a severe headache after falling, according to the DA’s office, which added the child also had a red mark on their forehead after the incident. 

The Multnomah County District Attorney’s Office has filed charges and is requesting Workman remain in custody and be held without bail.

As of Thursday afternoon, Workman remained in jail.

At the arraignment Thursday, her defense attorney said “At Ms. Workman’s request, I am not requesting her release at this time, but I am objecting to the state’s motion of preventative detention.”

The preventative detention hearing is scheduled for Friday.

 

American cafeteria lady, 31, indicted of grooming and molesting 14-year-old Connecticut student for months on social media

A married Connecticut lunch lady has been accused of grooming a 14-year-old boy for months over social media before sexually assaulting him in her SUV.

Police launched their investigation into Andie Rosafort, 31, after administrators at New Fairfield High School reported learning of a possible inappropriate relationship between an employee and a student, Connecticut State Police said.

The father of one of the victim’s friends told administrators his child believed their friend was sexually assaulted by Rosafort.

At a Jan. 13 party, the victim told his friends he would be back — but when he returned his friends felt his behavior was off, according to an affidavit obtained by WTNH.

According to the affidavit, a student said Rosafort, who had been working as a lunch aide at New Fairfield Middle School, was always talking to freshman boys on social media.

Rosafort followed the victim on Instagram and told him to add her on Snapchat as well.

The victim told police he received a message from his eighth-grade lunch aide on social media that said, “You want to see something?”

Rosafort then sent the boy a nude photograph of herself. The victim then asked Rosafort if she sent the photo by mistake, to which she replied by sending a second nude picture of herself, according to the affidavit.

She then allegedly asked the teen to send her nude photographs of himself.

For months, Rosafort would continue to send the victim unsolicited nude photographs and videos of herself. The victim told police she would also attend his sports games and send him videos of himself playing.

Police used photo locations to confirm the victim and Rosafort were in the same location at the time of the alleged assault.

According to authorities, Rosafort picked up the victim from a party at one of his friend’s homes on Jan. 13 and drove a short distance before having “contact of a sexual nature” with him, police said.

The victim told police they felt uncomfortable following the contact and left Rosafort’s SUV before returning to their friend’s house.

One of the victim’s friends told police said they were helping the teen block Rosafort on social media when they saw messages from her asking if his friends knew where he was when he went off with the older woman.

Police found explicit content featuring an individual they identified as Rosafort on the teen’s phone, as well as a shirtless photograph of the victim on Rosafort’s phone.

Rosafort turned herself in to authorities on the morning of Feb. 20 after learning there was a warrant out for her arrest.

She faces three felony charges, including second-degree sexual assault, enticing a minor by computer to engage in sexual activity and risk of injury to a minor or imparing morals of children.

She was released on $100,000 bond and will next appear in court on March 23.
