Racist white-American man of Missouri charged with hate crime after harassing Black-American neighbor

A Lake St. Louis man is charged with a hate offense and other crimes after police say he kicked in his neighbor’s door while shouting racial slurs and made other threats to the victim and arresting officers.
St. Charles County prosecutors on Thursday charged 36-year-old Blair A. Kosa with harassment motivated by discrimination to frighten or disturb another person, which is a class D felony listed in Missouri statutes as a hate offense.
Kosa was also charged with first-degree attempted burglary, two counts of fourth-degree assault, felony property damage and damage to the St. Charles County Jail, where he is currently in custody on $20,000 cash-only bond.
According to a Lake St. Louis Police probable cause statement, officers were first called on Tuesday to Kosa’s apartment in the 3300 block of Connor Way for a possible assault. Police did not arrest him in that incident but spoke with Kosa, who officers say blamed his neighbors for calling authorities.
Police left the scene and were called back when the victim, who is Black, reported Kosa, who is white, forcefully kicked in her door while shouting racial slurs, according to the statement. The victim told police she was afraid for her life. The incident was captured on nearby surveillance video, police said.
Kosa was placed under arrest when the officers returned. While in police custody, he allegedly made other racial threats that he would kill the victim and kill police, saying he would also murder the officers’ families.
After being booked at the St. Charles County Jail, Kosa slammed a telephone receiver into a wall, destroying the phone, the statement reads.
